The Lahore High Court FIA report case has highlighted concerns about delays in handling
citizens’ complaints. Chief Justice Aalia Neelum heard a contempt petition filed by citizen
Muhammad Ismail against the Federal Investigation Agency. The petitioner claimed that his
application was not decided despite an earlier court order requiring action within 30 days. He
told the court that he had approached the authorities several times but still had not received
relief.
FIA Director General Dr Usman Anwar appeared before the court. Chief Justice Aalia Neelum
asked him when the National Cyber Crime Investigation Agency was established. She also
sought information about its directors. The court wanted to know whether similar applications
were still pending with the agency. The chief justice expressed concern that citizens should not
have to approach courts repeatedly for decisions on complaints. She stressed that government
agencies must perform their duties properly and respond to citizens within the legal process.
Dr Usman Anwar explained that the citizen’s application had been submitted in 2024 and was
later connected with the NCCIA. He said the agency had computerised its records and was
working to clear pending applications. The FIA chief also told the court that an officer had met
Muhammad Ismail and heard his complaint in detail. He assured the court that the petitioner’s
matter would be handled according to the procedure.
The Lahore High Court directed the FIA director general to submit information about pending
applications and inquiries. The court also requested the date of the NCCIA’s establishment
along with details of its directors and terms. The FIA must provide the record within the period
given by the court. The development shows the court’s concern about delays that can make
citizens seek judicial help. Proceedings will depend on the report submitted by the FIA and the
court’s review.
